Whether your broom is still to be saved depends on how much of the plant is still viable and how the roots look. If they are rotten or frozen, then your broom is probably beyond saving. On the other hand, if the damage only affects the above-ground parts of the plant, then start a trial.
Cut your broom back into the living wood and give it fresh lush earth if necessary. With a container plant it is often enough to water it regularly but sparingly in the future.
